Testing and tagging provides a structured way to inspect this equipment, carry out the appropriate electrical tests and record whether it is safe to remain in service.

The process should reflect the equipment, its use and operating environment rather than treating every workplace in the same way.

What is electrical testing and tagging?

Testing and tagging is the in-service safety inspection and testing of electrical equipment. It usually applies to equipment supplied through a plug and socket, including portable appliances, cord sets, extension leads, powerboards and many types of workplace tools.

The first part of the process is a careful visual inspection. This can reveal damaged plugs, loose pins, split or crushed cords, exposed conductors, failed strain relief, cracked casings, signs of overheating, missing guards or unsafe modifications. The second part involves electrical tests selected for the type and construction of the equipment. These may include earth continuity, insulation resistance, leakage current or polarity checks.

If the equipment passes, it is labelled and the result is recorded. If it fails, it should be clearly identified and removed from service so it cannot be used accidentally. Testing is a snapshot of the equipment’s condition at that time. A pass tag does not replace sensible day-to-day checks, correct use or reporting new damage when it occurs.

A tag is only part of the process. The real value comes from the visual inspection, appropriate electrical testing, clear records and prompt action when equipment is found to be unsafe.

Is testing and tagging compulsory in NSW?

Testing and tagging is not automatically required for every electrical item in every workplace. Under NSW work health and safety requirements, plug-in electrical equipment must be regularly inspected and tested by a competent person when its normal use exposes it to conditions likely to cause damage or shorten its safe working life. These conditions can include moisture, heat, vibration, dust, corrosive substances or mechanical damage.

This is often described as a hostile or higher-risk operating environment. Examples can include workshops, commercial kitchens, cleaning operations, construction sites, outdoor work areas and locations where equipment is moved frequently or handled roughly.

A conventional office may present a lower risk than a workshop, but the business still has a broader duty to manage electrical risks. Equipment history, movement, use and condition should be considered rather than assuming one testing interval applies to every item.

Brand-new equipment generally does not need to be tested before first use simply because it has entered the workplace, unless there is a reason to suspect it is unsafe. It should still be visually checked, recorded if required by the organisation’s system and used according to the manufacturer’s instructions.

How often should electrical equipment be tested?

Testing intervals depend on the operating environment, the type of equipment, how often it is moved and the likelihood of damage. SafeWork NSW gives general examples of at least every 12 months for equipment in many hostile operating environments, around every six months for manufacturing, workshop and commercial cleaning equipment, and every three months for hire equipment. Plug-in equipment on construction and demolition sites is generally inspected and tested at least every three months, subject to the site requirements and risk assessment.

These examples are not a universal timetable for every workplace. The current applicable standards, workplace conditions, manufacturer guidance and advice from a competent person should be considered. Equipment exposed to unusually severe use may need attention sooner, while other equipment may be managed differently where the risks are lower.

Testing may also be appropriate after a repair or service that could affect electrical safety, before using second-hand equipment, when no previous test record is available or after an event such as impact, water exposure or visible cord damage.

What equipment can be included?

A testing and tagging visit can cover powerboards, extension leads, monitors, printers, chargers, kitchen appliances, portable heaters, fans, tools and cleaning equipment. Retail and hospitality sites may also include point-of-sale equipment, display lighting, refrigeration and food preparation appliances.

For strata and property management clients, the scope may include equipment in common areas, plant rooms, cleaners’ rooms and shared facilities, including vacuum cleaners, extension leads, portable pumps, tools and appliances controlled by the owners corporation or managing agent.

Construction and maintenance teams often need tools, chargers, leads, portable lights and powerboards checked. Construction and demolition testing should be coordinated with the site’s safety arrangements and equipment register.

Fixed wiring, switchboards, hard-wired appliances, emergency lighting and smoke alarms are not simply covered by attaching an appliance test tag. They require their own inspection, testing or maintenance procedures. Electrical testing

Labelling and recording

Damaged powerboards and extension leads should never be treated as a normal part of a busy workplace.

Do homeowners need testing and tagging?

Routine tagging of every appliance is generally not required in an ordinary private home. Homeowners should still stop using appliances with damaged plugs, frayed cords, cracked casings, burning smells, intermittent operation or signs of overheating.

Professional inspection may be sensible after water damage, significant impact, electrical repair or the purchase of second-hand equipment with an uncertain history. Testing may also be relevant where a home is used as a workplace, depending on the circumstances.

Testing an appliance does not assess the complete electrical installation of the home. Concerns about power points, safety switches, switchboards, wiring or recurring circuit trips require an electrician to investigate the installation itself.

How to prepare for testing and tagging

Provide the site address, approximate equipment quantity, workplace type and any previous register when requesting a quote. Mention multiple levels, separate tenancies, restricted areas and whether work must occur outside normal hours.

Before the appointment, locate equipment stored away from the main work areas and confirm who can authorise shutdown of sensitive devices.
